Mr. Hirani is the president and founder of Infinite Consulting Corp. His career, which spans over a decade in the engineering, construction, and construction management industry, includes hands-on experience in the review of sub-contract bids; performance of quality control of delivery materials; identification and pricing of change orders; cost estimating; scheduling; and site safety. His experience with a wide variety of agencies, coupled with his true passion for construction, makes him an asset to any project. Mr. Kumar has over 37 years of experience in the construction industry working in the United States and abroad. His expertise and knowledge extend to every sector in construction and includes dedicated project controls and oversight in addition to field construction activities. Mr. Kumar’s extensive estimating experience includes equipment; direct digital controls; ductwork; heating and cooling systems; terminal boxes; exhaust systems; chilled and hot water piping systems; refrigerant piping systems; radiant heating systems; wet, dry and gaseous fire protection systems; track work; standpipes; plumbing; escalators and elevators; hydraulics; mechanical rooms; automatic fare control; and electrical and communication systems. His comprehensive industry knowledge and experience provide him with invaluable insight into projects, which enables him to provide accurate cost estimates and recognize savings through design improvements.
As D&B’s President, Mr. Steven A. Fangmann, P.E., BCEE leverages over four decades of professional engineering and consulting experience to supervise the firm’s quality standards and technical and financial operations. In his day-to-day role, he is responsible for the broad level executive leadership that includes overseeing and ensuring project quality, technical competency, and financial viability. Mr. Fangmann has also spearheaded major new initiatives within D&B that emphasize excellence, business ethics, and accomplishments in environmentally acceptable, safe and cost-efficient manners.
Prior to being named the firm’s President, Mr. Fangmann served as D&B’s Executive Vice President, honing an expertise in wastewater facilities planning and investigations, as well as with detailed designs of municipal water and wastewater treatment plants and sewer systems. His familiarity with the unique needs of water and wastewater treatment plants has allowed him to skillfully coordinate with project teams, clients and contractors to provide innovative solutions that allow clients to meet or exceed their project schedule milestones.
A recognized thought leader of his discipline, Mr. Fangmann remains active in professional societies within the industry. He is currently an active member of the National Association of Clean Water Agencies, the New Jersey Water Environment Association, the Water Environment Federation, the American Society of Civil Engineers, and the American Water Works Association. He has previously held the post of President of the New York Water Environment Association and was elected to their Hall of Fame in 2009; he was also President of the New York Society of Professional Engineers’ Long Island Chapter and was named their Engineer of the Year in 2008.

Mr. Reed has over 30 years of experience in all phases of capital and security program management, interdepartmental and interagency coordination, customer service, staff development, and effective consensus-building. He currently leads the firm’s Security Services, where he oversees a team that manages threat, risk, and vulnerability assessments (TRVA); threat mitigation strategies; the evaluation of design alternatives; program implementation; and budgets, costs, and schedule. Mr. Reed most recently served as Vice President and Deputy Program Executive at MTA Capital Construction, where he was the Lead for the Commercial Team on the Long Island Rail Road’s $2.6 billion Expansion Program. He also served as the Vice President and Chief of the MTA Capital Construction Security Program valued at $1.5 billion.
